NEW ASSIGHNMENT SCD
I was employed for 12 years as mathematician and computer programmer, building scientific data bases, at Naval Research Laborator, Washington, D.C., the largest of the Navy's research laboratories.

After a few years there, I became aware of a flaw in our Military system. Gradually, I realized that the same flaw exists in Governnment, Business, the Media, some university and college systems, etc.

  1. At NCR, there was a change of command -- a new assignment -- every four years.
  2. But most projects and procedural changes, particularly the adminstrative ones, took more than four years to show whether they were effective or not.
  3. This means that, if their were "ill-advised", the commander or aide who instituted this was no longer there to take blame.
The prevalence this new assignment flaw obliterates any effective responsibility for decisions and actions of our "leaders".

The new assignment scd protects leaders from much of the blame for their decisions and actions.

This problem exists in our physical conditions. It takes years for the effect of environmental conditions, medicines, etc., to take effect, so Nature fixed this flaw in our lives.
