In 1898, the U. S. Battleship Maine was blow up in Havana Harbor, Havan, Cuba. This incident was followed by an outcry, "Remember The Maine" and led to The Spanish-American War.But why not an outcry, "Remember The Pueblo"?
On Jan. 23, 1968, the U.S.S. Pueblo was seized with its crew of 82 men (headed by Capt. Lloyd Bucher) in the Sea of Japan by a North Korean gunship, on grounds that The Pueblo was a "spyship", spying on North Korea. The American crew was released on Dec. 23, but the ship was retained and later exhibited as a tourist attraction.
The ship very likely was a spyship, but was sailing in International waters and should not have been seized. But the important point for our purposes is the reaction of the Navy to this event.
Immediately after the seizure, Naval Headquarters in Honolulu, HI, stated that "they had no plans for such an eventuality"!
Get it? The Navy blurted out that it HAD NO STRATEGY REGARDING AMERICAN MILITARY SHIPS WHICH WERE SEIZED BY A HOSTILE POWER!
Maybe you don't have a STRATEGY. But YOU DON'T ADMIT IT! Worse, YOU DON'T DECLARE SUCH POVERTY!
For me, the U.S.S. Pueblo is a symbol of my general complaint that "THE HEADLESS HORSEMAN ROAMS THE LAND!" We suffer A POVERTY OF STRATEGY IN THE FEDERAL GOVERNMENT, IN THE MILITARY FORCES, IN SCIENCE, IN MATHEMATICS, IN EDUCATION, IN BUSINESS, etc.
